| Background Information | The Howard League for Penal Reform campaigns for progressive reform of the prison system in England and Wales, viewing the current system as expensive, brutalising and failing, yet at the same time rapidly expanding. The predecessor body, the Howard Association, was named after the pioneering 18th century penal reformer John Howard. Prior to the abolition of the death penalty in 1965, the League established the National Council Against Capital Punishment. The current organisation was formed in 1921, when the Howard Association (formed in 1866) merged with the Penal Reform League, which had been founded in 1907. In 1948 the League absorbed the National Council for the Abolition of the Death Penalty, which had been formed in 1925.
