Background InformationThe GCHQ Campaign was a small but high-profile and highly symbolic campaign, based around the controversial decision of the Thatcher Government to withdraw union rights from workers at the Government Communications Headquarters (GCHQ) intelligence agency in Cheltenham. The policy was reversed following the election of the Blair Government in 1997, an exception to Tony Blair's general preference for leaving Conservative trade union legislation on the statute books.
