Jammu and Kashmir Council for Human Rights (JKCHR) campaigns for the human rights and fundamental freedoms of the Kashmiri people. In May 1987 it presented its first paper, entitled "The Abuse of Power" which documented abuses by Indian controlled forces in Jammu and Kashmir, to the third International Conference on Victims and the Criminal Justice System in the former Yugoslavia. In 1990, it organised the first relief and medical assistance mission and lodged its first formal complaint against India under ECOSOC Resolution 1503 against ‘gross and systematic’ violation of the human rights of the Kashmiri people. In 1991, it establised a Centre for Victims of Torture and Rape, and became the first relief provision to the District of Baramulla, offering medical and reconstruction support. 

Today it continues to secure justice for those suffering human rights abuses or disadvantage, both in Kashmir itself and for diaspora. It has assisted, for example, with legal issues pertaining to Kashmir as a state, the release of Kashmiri prisoners in the United Kingdom and in claims for political asylum in Switzerland, France, Greece, Hong Kong and various other countries. JKCHR also provides support and assistance to non-Kashmiris where there is a wider "humanitarian concern".
