| Background Information | Originally known as the Generals for Peace and Disarmament (GPD), this organisation was set up by a small group of retired senior officers from NATO countries and the Warsaw Treaty Organisation who questioned the wisdom of the nuclear aspect of NATO defence strategy. Opting to focus on "co-operation rather than confrontation between East and West in Europe," GPD received international acclaim as UN "Messenger for Peace" in the International Year of Peace (1986).
Over the years the organisation has reformed and expanded. Responding to structural changes to the Soviet Union and dissolution of the Warsaw Pact, for example, the group extended membership to non-European countries, started a consultancy service on non-nuclear defence, and adopted the title Worldwide Consultative Association of Retired Generals and Admirals (WCARGA) during 1989-1990. Today SfP works in close collaboration with the charity the Harbottle Trust. Its focus is on "the prevention of armed conflict and the enhancement of stability and security through means other than solely military" and it operates by communicating assessments of security situations to the authorities: "the Association will agree an opinion and make a proposal which can then be communicated to the respective Heads of State of the Association's members."
