| Background Information | The Citizen's Income Trust (CIT) exists to promote debate on the desirability and feasibility of a Citizen's Income, defining this as "an unconditional, non-withdrawable income payable to each individual as a right of citizenship." The policy is designed to simplify the benefits system by basing it on universal entitlement, thus providing an answer to problems such as pensioner poverty and the benefits trap, whereby those returning to work lose out financially. It originally began in 1984 within the National Council for Voluntary Organisations (NCVO), becoming independent in 1987. Charity no. 328198.
